That style is huge in Europe! I’ve also seen guys out on the golf course here in the U.S. wearing what they call “Golf Knickers”. Not cool at all.

As Dana said, I’ve heard them referred to as Man-pris or ‘Shants’.

4th Chris here, jeans rolled up on the calf are pretty big here in the east. I’m not sure what the difference is.
By the way, I’ve decided that “inappropriate” is a very old man word. If you use the word “inappropriate” regularly, you probably don’t drink caffine past 8pm.
Ummm….so I remember wearing a pair ONCE 6 or 7 years ago. After the large ridiculing I got and the fact that my wife saw them and threw them out kinda hurt too.
